Freddy is.. well,
Let me explain.
He's a kid. with talent, and a crap load of potential. But he has not quite gotten "there" yet. At moments we see flashes of the promise he holds. And he has been working hard with DC United vets like Jamie Moreno, but...
He still has much to learn, as does every teenager in the game, pro or otherwise. Potential vs consistancy is the best way to describe him.
So what does that mean for Celtic..? Well, to be honest, he is not quite up to being a starter for an big dollar EPL Club for awhile. Not that he sucks, just that in the flood of expensive talent he would not shine as bright.
What Freddy needs is playing time, with a solid international club like Celtic. A team he could more likely start with, excel at, and get far moe exposure and skill improvement than bench sitting at Chelsea.
Over here, he has been a star, mainly because young americans can relate to another kid, and as a result he has been a big draw for MLS wherever he plays, and has been one of the only MLS players with lucrative endorsements. If he went to Man U or Real, would that still be the case...?
IMO he would be a good fit for Celtic, and would excel in the SPL, if he gets the chance to keep improving + learning. it would open further doors for him in the coming years (when he turns the ripe old age of 21), and chances are if he is successful, many of his american endorsment contracts would follow with him (as well as gaining many new ones over in the UK).
One last thing is that he really wants to play in the next WC, and the best way for him to ensure a starting position on the 2010 USMNT is if he has been a starter with a good european side.

In the states the club is well know I was wearing a celtic track suit and a guy came up tae me and started shaking my hand and asking me if he could have a photo ! I asked him if he had heard of rangers an he said who rangers ! Had not a clue ! lol sorry for going of the subject lol
