I'm sure managers will have a list of potential players but it's mainly down to negotiating tactics and the go ahead from the board on the money.

Manger tells the board what the team needs and what he would like first.
Scouts give the board the list of players they have seen and who would fit the bill for the managers needs.
the board looks at the players and cuts out the ones the club just can't afford.
The manager then looks at the smaller list and studies those players and then tells the board his 1,2,3rd choices.
The board then tries to sign that player/players.

    or

The board ignores the manager and the scouts and just sign who they think will make money regardless of anything else.

I know what one i believe.

I doubt anyone actually believes that Lawwell identifies the targets and signs them all by himself.

What most likely is the the case though, is that he'll be the guy who makes the final decision based on a number of factors, including price, wages and contract add-ons.

This is true. However I reckon people really do believe that the manager has no input and Pete just does whatever he wants.

One thing I'd like to point out is that when they first arrived, both Ronny and Collins said that they wanted to sign young Scottish players and look at that market first and foremost. Either they don't like what they see or are told there ain't any value and to look elsewhere.

The best ran leagues in the world are the NFL,NBA and MLB,all have highschool teams and college teams to recruit from.
The NFL and the NBA have a draft system,MLB has an AAA,AA and A system were kids can work their way though, thats were the scouting department comes in.

All above leagues have trading and free agency were teams can bargain with agents, that's the GM'S department,in most cases a player whether out of highschool, college, free agency or by drafting will be signed by the GM and not the manager, yes the manager can act as a scout to but it has to go through the GM,for the GM's are always around longer than any manager.

Now back to Celtic, same as above when it comes to GM's.

Its quite unlikely Lawwell chooses the players we sign. He certainly has the fibal say though as he is the one who diacusses terms with the clubs and players. I think the scout compiles players for the manager and the manager will then use these scout reports along with his knowledge and requirements and draft a list to Lawwell who will then pick whoever he wants to sign from the list.

Also Its obvious with the signing of Inge Berget that Ronny picks the players to sign, but as always its up to Lawwell to actually pursue and push through the transfer.

Our manager selects the players he wants , the board which in practice is Mr Dermot Desmond either approves or disapproves . Mr Peter Lawwell conducts the deal within the peramaters set by Mr Desmond .
The influence Mr Lawwell exerts is in his persistence or lack of persistence to force the deal.
