    Very simple. I would change "is" to "may" to make the rule on suspended players match the rule on ineligible players. The rule on ineligible players allows UEFA to make the punishment fit the offence (hammer Sion for deliberately fielding an ineligible player and thereby gaining an advantage; fine Dobrecen for accidentally and in good faith fielding an ineligible player with 10 minutes to go when the tie was already won).

    Easy.

    Would it be easy for UEFA to interpret the rule , you suggest differently for a large club like Manchester United compared to a third division club . Is it not better for every club to obey the rule , as it stands, rather than bring in a doubt in the possible punishment .
