how do they decide what teams go into each of the 7 sections prior to making the draw? just randomly or somehow down to coefficients?

There are 2 very well respected rankings out there already. The UEFA Club Coefficient List by Bert Kassies and the World Club Ranking by IFFHS. Both of them are very correct but developed for very special reason.
The UEFA coefficient list used first of all for seeding at the drawing in European club competition focused on 5 YEARS PERFORMANCE. We strongly believe this 5 years time line is too long, can`t reflect the current situation (e.g. in September 2010 Middlesbrough still ranked 55th, Celta Vido and Betis 75th).
The IFFHS`s World Club Ranking has got an impossible mission: compare teams from entire world which never have a chance to meet each other (e.g. in September 2010 TP Mazembe Lubumbashi from Congo DR ranked 71st between AJ Auxerre and Everton).
There is few more different rankings but with limited entries and different methods and for very special reasons (e.g. betting odds, transfer value etc). We strongly believe Europe deserved an INDEPENDENT and NEUTRAL club ranking
which is reflects current situation. as correct as possible.
After 5 years test run we launched our independent ranking on 23rd May 2010. Here are the basic rules which we tried to keep as simple as possible.

AT A GLANCE

The ranking is made by the last 365 days performance of the entered teams in the following European and domestic competitions:

─ Domestic championships on any level
─ Domestic cup competitions
─ Domestic super cups
─ UEFA Champion`s League all stages
─ UEFA Europa League all stages
─ UEFA Super Cup

No League Cups or other regional competitions (e.g. Baltic League etc) counted. League cup is not available in every country and if it is there are very different formats

WHICH TEAMS ARE ENTERED INTO THE RANKING?
All the teams are entered to the ranking from all 53 UEFA member federations reached least one of the following criteria:

1. Reached the final 1-3 position in the top level of the domestic championship
2. Reached the final in the domestic cup competition (the runners up are entered as well)
3. Reached the last 8 in the UEFA Champion`s League
4. Reached the last 4 in the UEFA Europa League (Fulham reached this criteria in 2010)
5. Takes part in European club competitions by any other UEFA rule (e.g. fair play list etc). Every team will be entered into the ranking which reached the league (or cup) position qualified to Europe by the UEFA Assotiation Team Allocation list regardless of actual participation (see real mallora cause in 2010)

Every team are entered on the day when meets any criteria:
─ last match day of the domestic championship
─ match day of the domestic cup semi final
─ match day of the 2nd leg of the last 16 in the Champ`s League
─ matchday of the 2nd leg of the last 8 in the Europa League
─ Draw date for the 1st qualifying round in the Champ`s League and Europa League which is earlier

Every team stays in the ranking for the following 3 seasons even if it can`t meet the criteria again.

HOW THE RESULTS ARE COUNTED?
Every result counted only by the regular time, NO EXTRA TIME or PENALTY SHOOT OUT COUNTED. This is very important in the knock out phase of any competition.
In basis we use the common point system (3,1,0) modified with our special "TFS League Coefficient" (see below).
Only matches played between ranked teams are counted. (e.g. in the season 2010-11 the clash between Barcelona and Heracles are not counted, because the team from Alicante is not entered into the ranking).

THE TFS LEAGUE COEFFICIENT
As commonly accepted there are difference between the leagues. Everybody can accept: the Ligue1 in France are stronger as the Moldavian National Division. But there is a question: how much stronger? In the last 5 years we found, developed and refined a special formula (the TFS League Coefficient) which is based on the European performance of the members of same federation. The federation earning more points from the grand total in Europe ranked higher; our "power list" shows exactly how do the leagues perform.
(e.g. on the week 37/2010: Andorra earned 0 point, the TFC League Coefficient is 1, so all Andorra's domestic matched counted by 3, 1, 0 points. England earned 138 pts, the TFC League Coefficient is 1,36, so all English domestic matches counted by 4,08, 1,36, 0 points.)

Because there are different championship formats we have to use an additional component.

Most of the leagues run on the traditional 2 legs way. In this case no additional action required.
There is an other format commonly called as "Scottish" way where after 3 legs used a play off system, and (like in Austria and Switzerland) used a simple 4 legs format.
We strongly believe (just to follow the fair play) if we count two Liverpool─Chelsea clashes in the English Premier League only not fair to count four Basel─Young Boys matches.
In a result of this all leagues where are more than 2 legs in the championship are converted back to two legs.

THE EUROPEAN COMPETITIONS
Because it is mathematically impossible to reach 2.00 TFS coefficient and the European competitions are commonly ranked above any domestic competitions the UEFA Europa League has a 2.00 coefficient (which earns 6, 2, 0 points) and the UEFA Champions` League has a 2.50 coefficient (7.5, 2.5, 0 points).

SPECIAL OCCASIONS
If a team has withdrawn from the domestic championship the ranking follows the decision of the responsible federation.

*In the season 2009-2010 RCD Mallorca finished 5thin the Spanish Primera Division desevred a spot in the UEFA Europa League. The European federation made a decision on 22 July 2010 (one moth after the first draw date) that "the Spanish club RCD Mallorca is not admitted to the UEFA club competitions for the 2010/11 season." We strongly believe the decision was made late even if it was right and in this reason the Spanish club remained in the ranking.

Its down to the co-efficients mate. It looks like we should have enough points to be seeded.
