Foul & a booking

I think if a player isn't looking in the direction of the
incoming ball from a dead ball kick they should be booked
& a foul given against them.
The dead ball situation is easier to deal with but in reality
i want any footballing situation to be dealt with the same

The idea is what i'm on about,the technicalities,& rules
can be resolved later,(& i will,) so don't be a * & throw a spanner in.

How is it good for the game when some players just grab/pull/push
the player they are supposed to be marking.
The skilled players lose out & that's who i want to see succeed.
