    Brits, USA, Spanish and the rest of the empire builders but the French to a lesser extent.

    I am basing this on their behaviour of the French in North America where the Spanish and the Brits were ruthless. Dont know much about their record in Asia and Africa but I am assuming they were the best of a bad bunch.

    I don't think you can pick out one group as there have been so many, but if I had to then I would say the Nazis or Soviets as both took brutality to new depths on such a large scale.

    I did say to a lesser extent based on their treatment of the native Americans. Napoleon like many of the Worlds "great" leaders had a ruthless streak.

    It's difficult to know where to start, the Ottoman Empire was one also worth mentioning.

    Although it's still a young nation it beggars belief that so soon after what it's own people were put through by Hitler, Israel must be right near the top for what it is inflicting on the people of Palestine.

    Stalin killed more people than everybody else put together. Numbers are put at 20-30 million and possibly more. Give him his due he wasnt biased he killed people regardless of their colour, creed , nationality or close family.
