How can a player openly negotiate a contract before a fee has been agreed?

Any club could speak to an under contract player, dangle wealth in front of them then lowball the selling club knowing they would have an unhappy player on their books.

I don't like the way this matter of fact reporting that contract is agreed before the fee is.
