They "sanctioned" it as much as they sanctioned me and you being able to travel to Dubai at that same time.
Ie, you were allowed to for essential purposes and you were left to your own device to determine if essential or not. Other countries were a blanket ban as well.

Celtic chose to take that trip, and only Celtic.
The government didn't "sanction" it any more than they "sanction" essential travel across the boarder right now

The damage done long before now is starting to come to the surface. Too many people are in denial - usually the same ones who were in denial about Lennon when he was wrongfully given the job again.

The scum will make the CL next season, of that there is cast iron certainty. We, on the other hand, will slither into the Europa, and in one swoop they wipe out their debt, overturn the financial gap, and are in the acsendency. Their turnover will substantially outweigh ours next season. They will be odds-on for the league and will most likely win it. That'll be another CL jackpot.

That's how much epic failure destroys.
