    In essence, the argument made at a work permit hearing is that the applicant advances the standard of the league (and in particular advances it more than a domestic alternative would). Pretty much, it’s easier to argue that a player would improve the SPFL than the premiership. Furthermore it’s easier argued that a foreigner is better than a Scottish player than an English player (using world rankings, coefficients etc).
