It's Man City who are making the decision. we have made our play we want him here permanently, Man City don't want to sell, they want to loan him to Southampton apparently

 

Going by what happened with Denayer (I'm sure he was recently blocked his preferred move and loaned out) we may end up unhappy with the whole outcome?
